Devlog 2. Beta Rules Added

I updated the rules document for Rome Burns. I added a new action which will allow players to ask for help from the Gods. I added the Centurion Cohort. They are an elite faction who depend on their equipment to make up for their lack of numbers. They are less focused on bluffing. I also added a Plebian Mob faction. They are more focused around bluffing and overwhelming their enemies with their numbers.
